BACKGROUND
The Global Water Partnership (GWP) is a multi-stakeholder action network dedicated to working with countries towards the equitable, sustainable, and efficient management of water resources. The network is global and is managed by Global Water Partnership Organisation (GWPO), an inter-governmental Organisation headquartered in Stockholm, Sweden and hosted by the Government of Sweden.
Acting as the Secretariat for the entire global Network, GWPO convenes, facilitates, brokers, and delivers coordinated action by government and non-government actors, including the private sector. GWP’s vision is a water-secure world.

The GWPO Secretariat team is comprised of a dynamic group of 17 staff, plus external consultants, working both in Stockholm and from remote locations, who work to support the work of all GWP stakeholders, including the GWP Regional Water Partnerships (RWPs), Country Water Partnerships and institutional partners. The global Secretariat’s financial management services are a critical element of the GWP Network’s architecture, working with financial specialists in GWP’s accredited RWPs and finance counterparts in the Country Water Partnerships.
The CFO role is critical in ensuring excellent coordination, unquestioned integrity, and prominent levels of professional quality in all GWPO financial management practices and processes. This work ensures that GWPO builds and maintains trust with all financial and funding partners, and that all GWP local, regional, and global development partners can contribute effectively to activities and results on the ground, leading to greater water security. All GWP partners and stakeholders must be able to trust in GWPO’s transparent, auditable, and reliable financial management practices and processes, which in turn support the integrity of financial processes across the entire network.
Within GWPO, we maintain high quality financial information and reporting systems, and across our regional and country teams, we build excellence in financial management through combining capacity building with accreditation. We continuously invest in and sustain good financial practice and knowledge sharing throughout the network.
We are now looking to identify an experienced, dedicated, and mission-driven Chief Financial Officer (CFO) who will, as part of the GWPO small but high-powered secretariat team, help us further sustain, strengthen, and build our financial and administrative management systems and practices, within GWPO and across our global network.


SCOPE OF THIS POSITION
The CFO shall ensure the effective and efficient operation for all day-to-day financial and finance-related administrative activities and processes of the Secretariat. Reporting to the Executive Secretary and Chief Executive Officer (ES & CEO), the CFO will have director-level and managerial responsibility for all GWPO financial and procurement processes as well as shared responsibility for finance-related human resource, administration, information technology, and facilities management processes. The CFO also has oversight responsibilities to ensure solid financial management within the 13 accredited GWP Regional Water Partnerships.

QUALIFICATIONS AND EXPERIENCE
University degree in accounting, finance, business administration or management
Minimum fifteen years financial and related HR and administrative management experience in both the private/public and non-profit sectors
Minimum seven years managerial experience in Finance & Administration, leading teams, or units, ideally in an international context, with proven supervisory ability and technical leadership; experience working with networks is considered a plus.
Good working knowledge of International Financial Reporting Standards (IFRS)
Audit experience or similar is highly desirable.
Demonstrated strategic and creative thinking skills and experience.
Strong interpersonal skills and integrity, including excellent negotiation skills.
The capacity to address and to deliver actionable knowledge to an international audience, training experience is highly valued.
Experience from developing countries or the international environment is an advantage.
Excellent oral and written communication skills in English
Working knowledge of Swedish/Spanish/French and other languages is considered an asset.
Proficient in MS Office 365 with advanced (and transferrable) skills in MS Excel and other financial management systems
Good knowledge of technology and its relevance to strengthening an organization’s communications and work processes including online tools

SCOPE OF THIS POSITION:
The Office Assistant facilitates the work within the Executive Secretary’s Office and provides support to the Finance, HR, IT, Legal and Administration (FHILA) Unit through the provision of administrative support, arrangement of activities/meetings and general office logistics. Oversee the procurement process for office services including:

Prepare and submit monthly office expenditures reports.

QUALIFICATIONS AND EXPERIENCE:

The GWPO Secretariat is an intergovernmental Organisation hosted by the Government of Sweden through a Host Agreement concerning the immunities and privileges of the Organisation and its staff. Its team is comprised of a dynamic group of 30+ staff and consultants who work to support and coordinate GWP’s Regional Water Partnerships, Country Water Partnerships, and institutional partners, as well as all GWP’s stakeholders, and as such acts as the ‘network hub’ for the Global Water Partnership Network. Furthermore, the Secretariat manages GWPO’s finances and reports on funding received at the global level. Moreover, it fosters the exchange of knowledge, and resources and ensures communication and coherence across the GWP Network. The Secretariat is headed and managed by the Executive Secretary who is answerable to the Steering Committee. HUMAN RESOURCES SPECIALIST
The incumbent will provide (among others) professional and effective support to GWP, including the Secretariat and the GWP Regional Water Partnerships on recruitment, employment contracts, professional development, performance improvement plan, HR-related policy development, and compliance.
The position is located within the GWP Secretariat’s Finance and Administration team. The HR specialist reports to the CFAO and works closely with the GWPO Executive Secretary.
The HR specialist is the liaison with the Swedish Foreign Ministry and supports international staff to relocate when moving to Stockholm.
Responsibilities include:
1) Strategic HR Leadership and Planning
Lead and plan the development and implementation of HR initiatives and systems.
Provide counselling to all on HR policies and procedures and assure full compliance with the international labor law and ILOAT.
Advise senior management on all aspects of human resources policies and procedures, strategic approaches, and delivery of HR services.
Promote welfare, equality, and diversity as part of the culture of the organization.
2) Staffing, Recruitment, and Workforce Planning:
Be actively involved in recruitment by preparing the terms of reference in collaboration with the head of unit and line managers, managing the application process, conducting assessments of applications, and coordinating the interviews.
Manage the hiring process, determine the grade, negotiate remuneration packages, provide information on terms and conditions of service, entitlements, and similar, and prepare offer and appointment letters.
Prepare staff handbooks, administer payroll, and liaise with the insurance providers.
Maintain employee records according to policy and legal requirements.
Liaise with counterparts at the Protocol Office of the MFA.
3) Talent Management, Development, and Training:
Create, implement, and improve effective onboarding/offboarding plans.
Identify and analyze staff development and career support needs and design learning management programs to meet identified needs.
Elaborate and implement a protocol for the performance appraisal process, and facilitate that process in consultation with the Senior Management
Assist in performance management processes.
Support the management of disciplinary and grievance issues.
Review employment and working conditions to ensure legal compliance.
4) Manage staff under his/her supervision and guide GWP Regions
Support HR-related activities across the Regions in carrying out human resources administrative transactions, including preparation of personnel actions, maintenance of staffing tables, processing of contracts, and developing HR-related policies.
Provide advice and support to Regional Coordinators on human resources-related matters in the Regions.
5) Performs any other related duties as required

EDUCATION AND EXPERIENCE
Education: University degree in HR management or other behavioral sciences.
Experience: At least 10 years of experience in a multicultural environment. Progressively responsible experience in human resources management, administration, or related area. Being a member in good standing belonging to a recognized regulated HR Association would be a distinct advantage.
At least 6 years of work experience at managerial level andt a professional level with an international organization is desired.
Knowledge of talent management, training, and recruitment.
International organization experience, with knowledge of human resources, functions within the international non-profit sector, and Swedish labor law is an advantage.
Excellent oral and written communication skills in English.
Good knowledge of Swedish is an advantage.
Working knowledge of French and/or Spanish is an advantage.

Accounting & Payments
Check and process supplier invoices, travel claims, and reimbursables for approval

Financial Reporting

Prepare and submit quarterly VAT reports
Keep updated user manuals of the accounting systems (Ascendo and NAV)

Procurement focal point
Provide guidance and advice on procurement process and procedures
Ensure procurement processes and procedures are adhered to; reviewing and updating procurement templates and procurement guidance documents

Draft contract documents and support the contracting process, in coordination with Legal; establish and maintain workplans and schedule for ongoing and new contracts
In liaison with CFAO and Legal, oversee adherence to contractual agreements, recommend amendments and extension of contracts, and advise concerned parties on contractual rights and obligations
Negotiate, within the terms and conditions of the contract, solutions to conflicts/problems arising in case of poor performance or non-compliance with contractual obligations
Manage the procurement inbox and e-procurement platform, ensuring timely responses to bidder inquiries

THE GLOBAL WATER LEADERSHIP PROGRAMME
GWP’s Strategy 2020-2025 emphasizes the urgent need for coordinated action to advance governance and management of water resources for sustainable and equitable development. As an action network bridging the global to the local and the local to the global, GWP seeks to lead systems changes at all levels, as they pertain to providing water solutions, effective policy and financial planning for water, and catalysing climate-resilient development. GWP accomplishes this by initiating steps with its local partners which lead to incremental shifts, resulting in a larger system change.
As an implementing partner of FCDO’s “Global Water Leadership in a Changing Climate” (GWL) programme, GWP has designed a set of work packages to contribute to the programme’s Output 2 (Evidence, norms, and standards) and Output 3 (Identifying systemic and financial constraints) for Integrated Water Resources Management, and where possible, for climate-resilient WASH services, in collaboration with UNICEF. These outputs will contribute to generating political leadership for water at the national and international levels.
GWP’s strategy for delivery of the GWL programme is based on horizontal and vertical integration, which indicates cooperation at multiple levels: between national and local stakeholders within a country; between national and global stakeholders towards international platforms; and among project partners both at the global level and within each country. It leverages GWP’s role and function on the global, regional, and national levels to bring forth a joint vision and a spectrum of impacts together with the GWL programme partners. GWP will be contributing to the Global Water Leadership programme’s outputs through the following key activities:
Providing grassroot perceptions of water insecurity in selected countries through a survey, complete with ground truthing of relevant data
Providing baseline and updated information to demonstrate the status and evolution of water and climate resilience in policies and plans in the selected countries through the establishment of a scorecard approach,
Supporting inclusive and participatory government-led multi-stakeholder change processes to identify bottlenecks in water resource management
Catalysing political uptake and implementation of the strategies and mobilising strong global voices for water and sanitation in international platforms.

Track record of mobilizing resources for water and climate resilience programmes, including by leveraging opportunities offered by global processes related to climate change
Deep familiarity with climate change global policy processes under the UNFCCC, particularly in the context of political economy of Least Developed Countries (LDCs) and associated resilience building instruments such as NAPs, NAPAs, NDCs and climate finance mechanisms such as GCF, GEF, AF, and others
Demonstrated experience in client interaction and technical service provision
Demonstrated experience in procuring and managing consultancies for on-ground activities and analytical work resulting in timely, high quality delivery
Excellent written and oral communication skills, including in in-person and virtual contexts. Fluency in English is a requirement, other languages (French, Spanish, Hindi, Chinese) an advantage

SCOPE OF THIS POSITION

The Financial Specialist works with the Finance/HR/Admin Team to ensure high quality, accurate, and timely accounting, reporting, and execution of payments to suppliers and personnel.

The FS shall ensure good functionality of all financial systems and applications used by the Finance /HR/Admin Team, as well as initiate implementation/upgrades of relevant financial softwares.
The FS is responsible for monitoring the financial management of assigned projects at the GWPO level, including supporting budget process, communicating with local offices on financial issues, providing advice and guidance on financial management, compiling and quality controlling financial reports, ensuring adherence to donor requirements.
The FS is the responsible GWPO financial contact person for 4-5 Regional Water Partnerships (RWP), including supporting budget process, preparing templates, quality controlling financial reports.
The FS shall provide financial analysis and guidance to the RWPs/host institutions as well as to the team in Stockholm.
The FS shall support and develop internal financial, administrative and contract related processes.
The FS is responsible for the monthly/quarterly/annual reconciliation that lie within the scope of this position.


The FS shall actively ensure high quality services from the Finance/HR/Administration unit to the Secretariat, the GWP Network and other parties.

The GWPO global team is comprised of a dynamic group of 30+ staff and consultants who work to support GWP’s Regional Water Partnerships, Country Water Partnerships and institutional partners, as well as all of GWP’s stakeholders.  The global team’s financial management services are a critical element of the Network’s architecture, ensuring that global and regional development partners can contribute financially – through GWP - to activities on the ground in over 50 countries while being able to trust in GWP’s transparent, auditable and reliable financial management practices and processes.  Across our regional and country teams, we have built excellence in financial management through combining capacity building with accreditation, and we continuously invest in and sustain good practice and knowledge sharing across our partner organisations. We are now looking to identify a dynamic and innovative Finance and Administration Assistant who will, as part of GWP’s small but high-powered Finance & Administration Team, help us further sustain, strengthen and build the financial management systems and practices across our Network of partners. 


SCOPE OF THIS POSITION


The Finance and Administration Assistant works with the Finance/HR/Admin Team to ensure high quality, accurate, and timely accounting, reporting, and execution of payments to suppliers and personnel.


The Finance and Administration Assistant shall ensure that appropriate work equipment and office services are in place, including the security of the office premises.


The position reports to the CFO and works closely with the Team members and the Secretariat.


The position is divided with 70% of the working hours dedicated to the finance function and 30% to office services.

SCOPE OF THIS POSITION:
The CFO shall:
ensure the effective and efficient operation of the day to day activities and processes of the Secretariat, covering Finance, Human Resources and Administration
act for the Executive Secretary in her/his absence, as requested
ensure the fiduciary control and financial oversight of GWPO
be responsible for the development, maintenance and control of all accounting, budget, cash management and the financial reporting functions of GWPO
be responsible for the preparation of annual audited financial reports as well as monthly/quarterly reports, statistics and analysis necessary to support the effective financial management of GWPO
evaluate and ensure professional and efficient performance of all activities relating to accounting, financial reporting, financial analysis and internal control in accordance with international standards and the GWPO Financial Rules and Regulation and with all current internal Financial and Administrative Policies
responsible for managing and developing the Secretariat’s administrative arrangements, procedures and tools for well-functioning office facilities
manage the work of the Finance & Admin team, provide advice and support to the team members
maintain cooperation and contacts with donors on matters relating to contracts, contributions, and financial reports
provide oversight of all human resources matters, and be responsible for matters related to payment of salaries and allowances, ensure adequate staff insurances and pension contribution as set out in the Staff Rules and Regulations and Administrative Instructions
be a resource to the GWP Network on financial management matters as needed
work pro-actively with the ES, the Chief Operations Officer and the Chief Communications Specialist on the GWP Management Team in order to ensure the smooth and effective functioning of the GWPO Secretariat.
actively contribute to building a learning culture within GWPO by modeling good learning practices and supporting others in doing so.



QUALIFICATIONS AND EXPERIENCE
University degree in accounting, finance, business administration or management;
At least fifteen years working experience in the private or public sector, with a focus on accounting or finance
Audit experience an advantage
Demonstrated strategic and creative thinking
Strong interpersonal skills and integrity, including excellent communication and negotiation skills
Capacity to address and deliver training to an international audience
Proven supervisory ability and technical leadership
Experience from developing countries or international environment an advantage
Conscientious, socially skilled and service-minded attitude as well as high attention to detail and numerical accuracy
Excellent oral and written communication skills in English. Working knowledge of Swedish/Spanish/French and other languages are considered an asset
Proficient in MS Office Program with advanced skills in MS Excel
