UNHCR in Estonia has a small presence in Tallinn, and works closely with Government authorities, civil society - including a number of partner organizations - as well as other relevant stakeholders to promote the rights and well-being of refugees, asylum-seekers and stateless persons.

The UNHCR office in Estonia reports to UNHCR's Representation for the Nordic and Baltic countries, which is based in Stockholm, Sweden. Estonia used to receive a relatively modest number of asylum applications each year. Since February 2022, Estonia has received a high number of refugees from Ukraine, amounting to more than 3% of Estonia's population. As of August 2023, more than 31,000 holders of temporary protection have registered their place of residence in Estonia. Further, more than 5,000 Ukrainians have received subsidiary protection.
Most refugees from Ukraine are women and children. From the outset of the war in Ukraine, the Estonian Government and civil society have responded with steadfast solidarity towards refugees from Ukraine, including by providing access to employment and public services. Challenges facing refugees from Ukraine include access to suitable accommodation, access to decent work for women, and access to medical support.
Following the large increase in the number of refugees due to the full-scale war in Ukraine, UNHCR stepped up its response and operations in Estonia. As of 2023, Estonia is included in the Refugee Response Plan for the Ukraine Refugee Situation, complementing the government-led response. The plan is coordinated by UNHCR and has been developed by 14 humanitarian organisations in Estonia.
In addition to refugees from Ukraine, Estonia also hosts refugees from other countries, such as Syria, Afghanistan, Russia and Iraq. Further, Estonia is making efforts to enhance the inclusion of stateless persons (referred to by Estonian authorities as "persons with undetermined citizenship", of whom there are approximately 70,000 in the country), including by offering citizenship agreements with free language courses. Estonia has not acceded to the Statelessness Conventions and does not have a statelessness determination procedure.

ORGANIZATIONAL SETTING AND RESPONSIBILITIES:
The Government Liaison officer will function as UNHCR's primary interlocutor in Estonia for government counterparts, civil society and other stakeholders. Moreover, the Government Liaison Officer is tasked with the day-to-day management of UNHCR's office in Estonia, including the supervision of other staff in the office. The Government Liaison Officer, with support from UNHCR's office in Stockholm, will monitor and contribute towards the implementation of UNHCR's operations in Estonia. The Government Liaison Officer is UNHCR's primary interlocutor for NGO partners who play a role in the implementation of UNHCR's programmes. Further, the Government Liaison officer, in close coordination with the inter-agency coordinator, plays an important role in supporting the inter-agency coordination efforts in the context of the RRP for the Ukraine refugee situation. Finally, where appropriate, the Government Liaison Officer may support UNHCR's engagement with media.

MINIMUM QUALIFICATIONS:
6-years relevant experience with undergraduate degree; 5-years relevant experience with graduate degree or 4-years relevant experience with doctorate degree.
Field(s) of Education: Political Science; Economics; Law/International Law; Business Administration; or other relevant field.
Language requirements: Fluency in Estonian and English is essential.

Since 24 February 2022 Estonia has received a significant number of refugees from Ukraine and is offering remarkable reception and support to them. As of April 2023, approximately 45,000 refugees from Ukraine have been registered for temporary protection in Estonia and more refugees continue to arrive. To complement the government-led response, UNHCR has increased resources for engagement in coordination, child protection, capacity development for the prevention of trafficking and mental health support, provision of legal aid, and strengthening of communication with communities. Despite the whole-of-society response, refugees still face challenges to be able to fully support themselves and their families while government support measures are being stretched to their limits. Therefore, Estonia has been included in the 2023 Regional Response Plan for the Ukraine situation.

Organizational setting and Responsibilities
UNHCR currently has temporary presence in Estonia and covers the country through the UNHCR Representation for the Nordic and Baltic Countries located in Stockholm, Sweden. UNHCR assists asylum-seekers, refugees, and stateless persons through partnerships with non-governmental organizations (NGO).
The Assistant Protection Officer will be based in Tallinn and report to the Associate Legal Officer. The incumbent is expected to provide functional and administrative support to the Office on protection related issues, analysis of the situation of asylum-seekers and refugees, assist in analyzing national legislation and practice, protection monitoring, individual cases, organization of capacity development activities, and reporting.
The Assistant Protection Officer will support the Office with a range of protection activities to strengthen the reception system and improve communication with communities with particular attention to persons with specific needs. In this regard, the Assistant Protection Officer will conduct regular field visits to the border, reception, accommodation, and registration sites, organize needs/participatory assessments, meet and communicate with asylum-seekers, refugees, and stateless persons, and support with other protection activities. To ensure the involvement of persons that UNHCR serves in decision-making that affect them, the incumbent will need to build and maintain effective interfaces with refugee communities, local authorities and NGO partners.
The incumbent may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor, the Associate Legal Officer.
Minimum Qualifications: 1-year relevant experience with undergraduate degree; or no experience with graduate or doctorate degree.

Nature of the Position:
The Communications unit in UNHCR's Representation for the Nordic and Baltic Countries (RNB) is managing UNHCR's external communication in the region. This includes media engagements, reactive and proactive, production of advocacy-related content such as press releases and news statements as well as more human-interest content in the form of stories, videos and other digital approaches.
The unit is also managing the office's social media and 9 webpages, is involved in organizing events and public UNHCR participation, and lastly, the unit is increasingly working closely with the External Relations unit and other UNHCR entities on donor visibility content, highlighting the impact of funding coming from the strong donor governments in the region. The Communications unit works closely with the rest of the office in generally ensuring UNHCR's voice, branding and presence in the region, while also liaising and networking with a wide range of partners and stakeholders on messaging, external communication and events.
The role of the Associate Communications Officer, Swedish NOB, will be to strengthen UNHCR RNB's presence in Swedish media, by assuming the role of official spokesperson, building media networks, working proactively with media/journalists. The person will be highly involved in content production, stretching from press releases to human-interest videos as well as developing new approaches and content platforms for Sweden and the entire region.
The person will also be contributing to the increasing work of providing visibility for UNHCR funding and communicating the impact of the support to the larger population, not only in Sweden but in other big donor countries in the region. Lastly, the person will play a central role in liaising with and strengthening the network with relevant Swedish counterparts, when it comes to public information and external communication.
The post requires a solid communication or journalistic background, with experience in drafting content for different target groups and purposes - and often under time constraint - as well as being comfortable giving interviews, including on radio/tv, and speaking publicly.

Living and Working Conditions:
The post is based at UNHCR's multi-country office in Stockholm, Sweden, the Representation for the Nordic and Baltic Countries.
The post requires some flexibility with regard to working hours, as media requests can come outside of official working hours, and as deadlines are
tight and workload in general considerable.

Language requirements:
English and Swedish. As the position is a NOB in Sweden, a fluency in Swedish, spoken and written, is required. Knowledge of other Nordic languages is an advantage.

Child Protection Consultant (Sweden)

Background

UNHCR is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern.
The UNHCR Representation for the Nordic and Baltic Countries (RNB) is based in Stockholm, Sweden and is responsible for eight countries: Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden.

Purpose and Scope of Assignment
RNB advocates for fully functioning child-friendly asylum and migration procedures, which ensures the best interests of and access to durable solutions for each child. The assignment thus aims at further promoting child-friendly reception and asylum systems in Sweden by building on the experience and lessons learned in recent years and engaging in partnerships with relevant child protection stakeholders.

The Consultant will:
Consolidate and update findings and recommendations of relevant child protection actors in Sweden since 2015.
Form a national coalition of child protection actors and develop a joint plan of action, including by organizing stakeholder consultations.

Familiarity with UNHCR standards and tools pertaining to the protection of asylum-seeking and refugee children.
The consultancy is full-time and is from 1 November 2020 until 31 December. The consultancy is desk-based.

1. General Background:
In November 2014, UNHCR launched a Global Campaign to End Statelessness in 10 Years. The name of the Campaign is #IBelong, and its strategy is set out in a Global Action Plan, which contains 10 actions that need to be taken to end statelessness. During a High-Level event on Statelessness in October 2019, countries made pledges towards achieving the goals of the Global campaign to end Statelessness by 2024.
Within the framework of the Global Campaign, the UNHCR Representation for Northern Europe (UNHCR RNE) has conducted Mappings of Statelessness in the countries in the region and developed accompanying National Action Plans (NAPs). The mappings analyse the respective countries' national legal frameworks, practices and institutional capacities vis-à-vis the standards set out in the 1954 Convention relating to the Status of Stateless Persons and in the 1961 Convention on the Reduction of Statelessness.

2. Purpose and Scope of Assignment:
To assist UNHCR in supporting the respective governments and the national actors in addressing the gaps identified, and implementing recommendations contained in the in the mappings and the pledges made by States in October 2019, UNHCR RNE is hiring a consultant with expertise in the areas of prevention and reduction of statelessness, and the protection of stateless persons.
The consultant will work under the direct supervision of the Deputy Representative and assist UNHCR RNE with formulating advocacy messages and providing technical advice to the national actors in the region on the legal standards in these areas, and their application at national level. The consultant will also facilitate trainings on specific aspects of statelessness, such as the determination of statelessness and the prevention of childhood statelessness. The consultant will moreover assist UNHCR RNE in expanding and strengthening its network of partners in this area and contribute to other activities aimed at supporting the implementation of recommendations and the 2019 pledges on ending statelessness in the Northern Europe countries.

3. Location and duration of the consultancy:
The duration of the consultancy is from 1 September to 31 December 2020. There is a possibility that the contract may be further extended. The consultant will be based at the UNHCR RNE in Stockholm.

4. Qualifications and experience:
a. Education
University degree in law, with specialization in international law, including a focus on international human rights law, and preferably the legal standards pertaining to nationality, the prevention and reduction of statelessness, and the protection of stateless persons.
b. Work Experience
At least four years of relevant professional experience, including on nationality and statelessness issues, or 2 years and a post-graduate university degree.
c. Key Competencies
- Knowledge of/familiarity with UNHCR's policies related to statelessness
- Sound knowledge of the international, and preferably also the European practice and legal standards pertaining to nationality, the prevention and reduction of statelessness, and protection of stateless persons;
- Excellent legal research, analytical and drafting skills;
- Good oral communications and advocacy skills;
- Excellent knowledge of English is essential, working knowledge of another UN and Scandinavian language is an asset;

Within the Protection Unit at the Regional Representation for Northern Europe, this Protection Associate position supports the protection work in the RRNE region and is based at the UNHCR Office in Stockholm, Sweden.

The Protection Associate is expected to support and coordinate quality, timely and effective protection responses to the needs of populations of concern and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. He/she contributes to designing and implementation of a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.

The Protection Associate also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Within the Protection Unit at the Regional Representation for Northern Europe, this Associate Legal Officer (National Officer) position covers Sweden and is based at the UNHCR Office in Stockholm, Sweden.

The main roles of the UNHCR Regional Representation for Northern Europe are to:
. support governments in their implementation of European and international legal standards related to asylum and statelessness,
. monitor that asylum-seekers have access to countries in the region and are able to apply for protection,
. support the national asylum authorities to develop fair, efficient, and high quality asylum procedures,
. advise governments, partners, and stakeholders on ways in which refugees can be helped to integrate into countries in the region,
. advocate for governments to find a solution to the situation of stateless persons within their borders,
. ensure that all persons of concern to UNHCR enjoy access to rights, by taking into account age, gender, and diversity, and for governments, partners, and stakeholders in the region to encourage and facilitate the active participation of persons of concern,
. raise awareness of the plight of the millions of refugees around the world and to place refugee and asylum issues on the agenda,
. mobilize financial and other support for the work of UNHCR worldwide.

The Associate Legal Officer is relied upon by the Office to support and coordinate quality, timely and effective protection responses to the needs of populations of concern. Another important function of the position is to ensure that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection.

Accountability (key results that will be achieved):
- Promotion of protection principles and international law as relevant to persons of concern is undertaken.
- Assistance is provided in preparing legal advice and guidance.

Areas of responsibility are:
- Monitor the development of law and doctrine.
- Contribute to advocacy towards proper interpretation of law and doctrine as well as in the development of standards of protection.
- Assist in the preparation of legal advice and drafting of position papers and guidelines on pertinent legal and operational issues.
- Consistently apply international and national law and UNHCR policies and standards.
- Provide inputs to the formulation of protection strategies.
- Liaise with DIP, Division and Bureau work units and external actors to enhance awareness of protection principles.

Qualifications and Professional experience:

- University degree in law, preferably with focus on human rights, refugee law and/or international humanitarian law.
- At least 4 years (2 years with Advanced University degree) of related professional experience.
- Excellent legal research, analytical and drafting skills.
- Excellent knowledge of English and Swedish.

The Regional Office is engaged with maintaining close contact with Governments interlocutors, civil society, non-governmental organisations and refugees in the five Nordic countries - Denmark, Finland, Iceland, Norway, Sweden, and in the three Baltic States - Estonia, Latvia and Lithuania, on matters relating to UNHCR´s work and mandate in providing international protection and seeking durable solutions to the situation of the world´s refugees, internally displaced and stateless persons.

The role of the Senior External Relations Associate is to lead the work on external relations under the direct supervision of the Regional Representative. The work involves maintaining close contact and liaison with Government counterparts in the countries covered by the Regional Office, especially with regard to UNHCR´s worldwide activities. All countries provide important levels of financial assistance to UNHCR as well as political support for upholding the mandate of UNHCR. Officials from the countries regularly meet with UNHCR and the Regional Office also provides our governmental interlocutors with updated information on UNHCR´s activities and facilitates missions by senior UNHCR staff to capitals. The work also involves coordinating, attending and preparing meetings and events of relevance to UNHCR´s work.

The position requires advanced level of English drafting skills and the ability to prioritize tasks as well as to organize work independently. The Senior External Relations Associate supervises an External Relations Assistant and also works in close cooperation with the 20+ colleagues working in the Regional Office responsible for Management, Communications, PI and Protection matters. Able to quickly adapt to changing situations and working in teams are therefore important attributes for the candidate.

The position is in the Local Staff category at the G-7 level.
UNHCR offers work in an interesting international office environment with a wide variety of tasks conducted both independently and together with other members of the Office team.

Main accountabilities:
- UNHCR will have timely information on key developments in the countries covered by the Regional Representation which may have an impact on their political and /or financial support for UNHCR's activities worldwide.
- Government interlocutors in the countries covered by the Regional Representation will be supported with targeted information and country-specific donor visibility activities.
- UNHCR's standing with its Government, UN and NGO association counterparts is maintained.

Main areas of responsibility:
- Ensure that the office and UNHCR HQ are kept informed of regional and national developments which may have a political or financial impact on support for UNHCR´s worldwide activities.
- Assist in maintaining an open and supportive dialogue with Ministries of Foreign Affairs, Ministries for International Development, development agencies and international/national organisations to promote general interest and understanding of global refugee issues and UNHCR´s activities worldwide.
- Maintain overview of key developments within the area of forced displacement and humanitarian operations, including the UN, humanitarian reform and institutional developments.
- Prepare comprehensive and accurate information and talking points for all bilateral meetings, missions and briefings involving Government entities and officials with regard to their global engagement with UNHCR activities.
- Assist in planning and organizing high level UNHCR missions, conferences and other activities to promote a better understanding of UNHCR's mandate, activities and global funding situation and to mobilize political and financial support.
- Plan and implement the preparation of donor visibility material using a range of media, including print, video, and web-stories and disseminates the material using a variety of channels including twitter, website, articles in newspapers and magazines, etc.
