The Stockholm International Water Institute (SIWI) is a policy institute that generates knowledge and informs decision-making towards a water wise world.

The Water Resources Department at SIWI is currently is looking for one Programme Officer to support the Department's work as Secretariat of the Action Platform for Source-to-Sea Management (S2S Platform) and contribute to project implementation in the areas of source-to-sea / water resources management. We are looking for a dynamic and enthusiastic individual to join our team.

Description of Duties

The Officer will be part of the S2S Platform Secretariat and support the delivery of the S2S Platform work plan and strategy together with the S2S Platform Chair and the Coordinator of the Secretariat. This includes responsibility for S2S Platform communications and planning/coordination of meetings and events with S2S Platform members. The Secretariat organizes S2S Platform contributions at World Water Week and other major international, regional and national events, prepares regular newsletters and other communications and contributes to the development of knowledge resources. The program officer would also assist in developing and implementing activities in the Department's project portfolio through supporting the development of knowledge products, tools; the provision of water resources/source-to-sea governance advice to project partners; development and provision of trainings and webinars; financial resource mobilisation; and budget and internal control processes.

The main duties of the Program Officer will include the following:

- Support the development and delivery of the S2S Platform Annual Work Plans and Strategy;
- Planning and organization of S2S Platform meetings and events in collaboration with S2S Platform Chair and members;
- Preparation of S2S Platform communications, including newsletters, news items, social media, meeting reports, result reports, policy briefs and other knowledge products;
- Support S2S Platform member engagement and S2S Platform working groups;
- Support project implementation and proposal development in relation to water resources and/or source-to-sea management;
- Provide administrative and communication support to technical, financial and results reporting;
- Support procurement and management of consultants;
- Contribute to the development and delivery of training materials;
- Contribute to the development of knowledge products, methodologies and tools.
- Contribute to the provision of technical water governance support to SIWI partners as per demand;
- Be an active member of the Water Resources Department, contributing to action planning, monitoring and reporting of results;
- Contribute to internal knowledge management and collaboration with other SIWI departments; and to external communication on projects / project activities;
- Contribute to the full range of SIWI activities

The Program Officer will work in the Water Resources team at SIWI, in close collaboration with other team members, especially the S2S Platform Coordinator and project lead(s) for the projects the Program Officer engages in. He/she will report to the Water Resources Director at SIWI.

Expected knowledge and skills

The successful candidate will need to demonstrate the following features:
Experience from the area of water resources, coastal management and/or climate adaptation/mitigation or related field in developing country contexts
Experience in working with international/regional processes, multi-stakeholder platforms and partnerships
Experience in supporting project development and implementation
Good understanding of policy and governance aspects, such as IWRM, source-to-sea, climate change risk management / resilience building, multi-stakeholder participation, inter-sectoral coordination, etc.
Good understanding of capacity development, stakeholder facilitation, and institutional strengthening
Well-organized with strong ability to prioritize amongst competing tasks
Strong writing, communication and interpersonal skills
Enthusiasm for networking and building community
Ability to function effectively as part of a team
Ability to manage ambiguity, take initiative and follow direction
Experience in research assistance will be an asset
Commitment to, and agreement with SIWI´s core values and vision.

Education and work experience

Bachelor or Master's degree in relevant Social or Natural / Engineering Sciences.
At least 3-5 years of experience working with water, coastal and/or related issues in developing country contexts
Direct experience (1-2 years) of working in developing countries considered a strong asset

Language skills
Proficiency in English is required.
Knowledge of other languages is (e.g. French, Spanish, Portuguese) considered a strong asset.

Availability to travel

Ability and willingness to travel and be part of short term missions is required.

Chief Operating Officer (COO)
Your main task is to lead and develop the strategic development of SIWI together with the Executive Director and SIWI's senior management team. You will have the principal role in managing SIWI's operations and coordinating the work of the operational departments including SIWI's Africa Regional Centre. The COO is responsible for major SIWI processes such as the annual Action Plans to implement SIWI's current strategy (2018-2023) and SIWI's results reporting. You will be the main contact with our major funder Sida, and coordinate SIWI´s approach to other donors and funders where multiple departments interact.
Your responsibility will also include leadership development, internal planning and reporting processes, both externally and to the Board. Sharing SIWI's core values -passion, inclusiveness, integrity and quality - is very important to us. These are also reflected in our cross-cutting issues - Gender Equality, Youth Empowerment and Human Rights-Based Approach. Directors of the operational departments, including SIWI's office in Pretoria, will report to you and you will report directly to the Executive Director (ED). You will be a member of the Executive Management and the Senior Management teams.

Responsibilities:
- Manage and coordinate implementation and follow-up of SIWI's Strategy;
- Lead and coordinate SIWI's program and project operations and activities;
- Overarching responsibility for SIWI's project portfolio management;
- Manage SIWI's annual Action plans, implementing the Strategy, including internal consultative process in preparing and implementing the plans;
- Liaise and dialogue with Sida and have responsibility for SIWI's annual reports to Sida;
- Develop knowledge management at SIWI and coordinate associated activities;
- Main responsibility for SIWI's cross-cutting issues (youth empowerment, gender equality, human rights-based approach);
- Staff responsibility for directors of SIWI's operational departments and the Africa Regional Centre in Pretoria;
- Shared responsibility for the work environment at SIWI.

Support ED in:
- Managing, developing and coordinating the overall work and operation of SIWI;
- Strategic development of SIWI;
- Generating strategic networks of project and financing partners;
- Drafting and presenting reports to the Board of SIWI.

Requirements
- A minimum of a master's degree in a field related to international development or relevant areas
- At least 10 years leading teams or organisations in international development or equivalent areas
- Outstanding track record and proven excellence in leading operations and strategic development of project portfolio management
- Proven record of fundraising for international development
- Excellent skills in partnership relations management
- Proven record in establishing and maintaining networks
- Solid knowledge in water and/or international development
- Skilled in representing an organisation externally, and a compelling public speaker
- Ability to inspire an organisational culture marked by trust, accountability, team-building and compliance
- Excellent interpersonal skills and experience working in a multi-cultural environment
- Proven ability in decision-making, problem-solving, and creative thinking
- Substantial knowledge of international development financing, where particular knowledge of Sida is a merit
- Fluent in English (written and spoken)
- Swedish is a merit
- More languages considered a merit
